As Risen's book State of War reported, Operation Merlin was ill-conceived and dangerous. In the name of countering nuclear proliferation, the CIA risked promoting it.

Jeffrey Sterling became a whistleblower by going through channels to tell Senate Intelligence Committee staffers about Operation Merlin. He surely knew that doing so would antagonize top CIA officials.

When Sterling was indicted in December 2010, almost nine years after his last day working for the CIA, he immediately lost his job as an award-winning medical fraud investigator. Since then, he hasn't been able to find employment.

The pre-trial ordeal was extended for three years because the government kept trying (ultimately failing) to force Risen to identify a source for his reporting on Operation Merlin. The long delay added to financial burdens for Jeffrey Sterling and his wife Holly, a social worker. They've been struggling to prevent foreclosure on their modest home.
